Emmanuel Guerin

Emmanuel Guerin is a fellow at the European Climate Foundation (ECF) and at the Instituto Climate Sociedade (ICS) in Brazil. His work focuses on the preparation of COP30, in Belem – for the 10-year anniversary of the Paris Agreement, and on climate and democracy more broadly. At COP21 in Paris in 2015, Emmanuel was special advisor to Laurence Tubiana – in her role as Ambassador – for the negotiation of the Paris Agreement. In this role, Emmanuel was specifically in charge of drafting the Paris Agreement text. And he was also instrumental in building Mission Innovation and the Breakthrough Energy Coalition.

After negotiating the Paris Agreement, Emmanuel entered climate philanthropy. In 2017, he joined the ECF Paris office, as executive director in charge of International Affairs. In this role, he created, incubated, managed and localized several regranting platforms and networks, for global climate action.  

Emmanuel now occasionally teaches at Sciences Po and the Ecole Normale Superieure (ENS) in Paris. He was senior staff associate at the Earth Institute of Columbia University, in New York, from 2012 to 2014. And he was also a Visiting Fellow as the Grantham Research Institute of the London School of Economics (LSE), from 2011 to 2012.
